History

On March 7-8, 1988, a month after the installation of Bishop Nicolas M. Mondejar as the first local ordinary of the diocese, he, with Bishop Salvador T. Modesto, D.D. and the clergy formed the diocesan commissions to handle the programs of the diocese; thus the birth of the Commission on Service of the Diocese of San Carlos.

Since then, the Commission on Service has been conducting consultation meetings, orientation seminars, and training  of the Commission on Service personnel on the diocesan and parish levels with the assistance of VISSA (Visayas Secretariat for Social Action) and National Secretariat for Social Action (NASSA).

On May 3, 1992, the Bishop and the Social Action Director temporarily set up the of the Social Action Center of San Carlos (which was the implementing arm of the Commission on Service) in a room on the first-floor of the St. Charles Borromeo Parish Rectory, San Carlos City. Negros Occidental, Philippines. The Social Action Center maintained its office at this location up to 1997.

Msgr. Florentino Baynosa served as the Social Action Director up to the year 2002. By then, the Social Action Center had moved to it’s own building at the Bishop’s Home Compound. By mid-April of 2002, Rev. Fr. Edwin L. Laude was appointed to replace Msgr. Baynosa as the Social Action Director.

In the light of Christ’s life and the social teachings of the church, and of the current social realities, we envision the Social Action Center as an agent of change for the transformation of the present day society to be the Kingdom of God where there is Justice, Love and Peace.

TRANSITION

The Diocesan Social Action Center of the Diocese of San Carlos, Negros Occidental has been registered with the Securities and Exchange Commission (SEC registration no. CN200429630 ) and is now recognized as a non-stock & non-profit Non-Governmental Organization (NGO)

 In August 31, 2004, it received the approval of the Securities and Exchange Commission (SEC) as a foundation, thus the new name- San Carlos Diocesan Social Action Foundation (SCDSAFI), Inc.

One of the purposes for which this association is incorporated is: “To improve the quality of life of the economically depressed families in the Diocese of San Carlos, Negros Occidental by organizing and implementing community development projects, livelihood, social services and programs that would assist them meet their needs in life such as food, housing, medicine, education and others”.

 

    SCDSAFI has put up and continues to operate drug stores, in three parishes, which sell medicine at very reduced prices and promote the production and use of herbal medicines.
