The Diocese of San Carlos implements its programs based on the Diocesan Mission Statement through the Diocesan Commissions following the WESTOY apostolate. The acronym WESTOY stands for Worship, Education, Service, Temporalities, Organizing & Youth. Each of the Commissions has working committees, called sub-commissions delegated to carry out a specific task geared towards Community Building &Total Human Development. The main goal of all programs is to develop and sustain Basic Christian Communities / Basic Ecclesial Communities.
